PROBLEM TO BE SOLVED: To remove a delay at the rise of discharge without increasing a discharge time and discharge current. SOLUTION: A discharge cell device consists of a cell part 2 and a circuit part 232. The cell part 2 has an insulating substrate 4, at least two electrodes A, K formed thereon, and a dischargeable gas distributed in contact with these electrodes A, K. The circuit part 22 makes gas discharge by making one electrode A at an anode potential and the other electrode K at a cathode potential every time a selection period separated by non-selection periods comes. When the selection period ends and returns to the non-selection period, the circuit part 22 changes over at least one electrode K of the two to a prescribed potential higher than the anode potential to raise the surface potential VG of the substrate 4 up to the level between the anode potential and the prescribed potential, and accelerates the rise of the discharge in the next selection period.
