PROBLEM TO BE SOLVED: To enable the transmitting side of a telegraphic message to systematically and efficiently confirm the arrival of the telegraphic message in a system transmitting the telegraphic message, such as a mail or a document via a network. SOLUTION: When a transmission client 1 transmits the telegraphic message toward a reception client 12, respective servers which the telegraphic message passes through collect a transmission record or a reception record concerning the telegraphic message. Next, when the client 1 transmits an inquiry telegraphic message concerning the telegraphic message to a receiving side server 10, the respective servers which the telegraphic message passes through insert a pertinent transmission record to the inquiry telegraphic message to send it to the next server. The server 10 sends the inquiry telegraphic message back toward a transmitting side server 2. A server, without the pertinent transmission record or reception record, inserts a non-arrival message to the inquiry telegraphic message and resends it.
