A number-of-operators setting control unit (45) sets the number of contracting operators of call center work consignment in response to a request of a user. A log-in time tallying control unit (42) calculates the log-in time of an operator. A log-in time calculating unit (43) tallies the log-in times for each user. A use charge amount calculating unit (44) calculates the charge amount by totaling the log-in times tallied for each user. In such a way, charge corresponding to the use of call center work consignment is calculated and billed in accordance with the use type of the user to promote the call center work consignment, thereby operating the call center system without making a great amount of capital investment.
