Single-use, disposable cosmetic cleanser (IA) comprises a water-insoluble substrate and a lathering surfactant, which has a wet flexibility of >= 30% and is substantially dry before use. Independent claims are also included for: (a) a single-use, disposable cosmetic cleanser (IB) comprising a water-insoluble substrate and a lathering surfactant, which has a wet flexibility of >= 30% and dynamic foam volume coefficient of >= about 1.4 and is substantially dry before use; and (b) the production of these cleansers by impregnating the substrate with lathering surfactant in a surfactant/substrate weight ratio of about 0.005-2 and drying to a water/substrate weight ratio less than about 0.15.
