PURPOSE: A rotating unit composing method for a handle combined to a sluice is provided to restrain the blocking of a handle component with foreign materials by forming a freely rotatable rotating unit. CONSTITUTION: Handle bars(6) for emergency rescue are formed between rotating shafts while the movable rotating shafts are axially combined to rotating units(3). The handle bars are rotated by rotating the rotating shafts using the rotating units fixed to the upper end of a wall(9) integrated with a support(8) of a sluice(10). When the sluice is opened and closed automatically or by the water pressure, the handle bars are also opened with the sluice by the rotating units. Such foreign materials as rocks and logs are blocked in foreign material blocking bars(2), and then in the emergency rescue handle bars. A foreign material restraining device formed in the upper portion of the sluice is turned over downwardly after the sluice is opened. Therefore, the foreign materials blocked in the foreign material blocking bars are washed away with the water. Further, the sluice is prevented from breakage due to the rocks or logs.
