<p>An IC card issuer issues an IC card and requests a card storage area operator that part of the IC card's storage area be loaned to a card storage area user. The card storage area operator provides various elements of data to storage area dividing devices under the control of an operator's communication device (12). The card storage area user divides an IC card storage area into a storage area used by the IC card issuer and that used by the card storage area user. An operation file registering device writes file data, for providing service by the card storage area user, into the card storage area user's storage area obtained by the above dividing.</p> |
