PURPOSE: An Internet pay/free phone system and an operating thereof are provided to enhance the efficiency of an advertisement by putting an animation advertisement suitable for a user characteristic during a free call, and to supply members with more reliable free call service by limiting a time of free call. CONSTITUTION: A user interface PC(Personal Computer)(100) has units that display particular image data, convert audio signal to audio data and outputs the audio data as audio signal. A web server(600) receives a telephone number from the PC(100) of the user connected through the Internet(200), and calls a telephone(500) through a VOIP(Voice Over Internet Protocol) gateway(300) and a PSTN(Public Switched Telephone Network)(400) in according to the telephone number. An advertisement server supplies the user interface PC(100) with an animation advertisement. An advertisement database(601) stores the animation advertisement. A member information database(604) stores member information. A controlling unit(605) controls steps for the free call requested from the connected user.
