PURPOSE: To provide a liquid developing machine capable of stably and continuously printing at a low const, irrespective of printing density, and to provide an image forming device, using the liquid developing machine. CONSTITUTION: For the liquid developing machine in the middle of a printing operation, high-concentration developer is supplied by high-concentration developer supply pumps 15y, 15c, 15m and 15k to respective storage tanks 2y, 2c, 2m and 2k, liquid-state carrier is supplied by a carrier supply pump 17, and the developer is discharged by developer discharging pumps 16y, 16c, 16m and 16k, based on the output values of concentration sensors 8y, 8c, 8m and 8k and level sensors 9y, 9c, 9m and 9k from upstream to downstream of developing for each color one after the other.
