In the present invention there is disclosed a topical dressing for dermal or transdermal administration of an active substance, comprising a backing structure (1) comprising a disc (3), a pad (9) containing the active substance, a resilient layer (4) with an adhesive (5) provided on one side thereof, whereby the resilient layer (4) and the adhesive layer (5) are provided with a cut-out (7) defining a cavity (8) in which the pad (9) is placed. The backing disc (3) of the backing structure (1) is secured to the side of the resilient layer (4) remote from the side provided with the adhesive layer and partly covers the resilient layer (4). A covering structure (2) has a release layer and a dish (18) that is formed to receive the pad (9) during production and storage of the dressing, whereby said covering structure (2) is provided on the adhesive side with the resilient layer (4).
