PROBLEM TO BE SOLVED: To provide a cooling device for the upper horizontal roll of a universal rolling mill which is adjustable in the direction of roll height and roll width, follows up the variation of reduction of the roll at reduction and is not obstructive at roll changing. SOLUTION: This device has stands 40 provided on balance beams 26 which are vertically moved in synchronism with an upper horizontal roll 23, horizontal moving rails 41-44 provided on the stands 40, a 1st and 2nd means 49 and 50 for adjusting position in the width direction of a roll which are respectively oppositely provided movably back and forth along the horizontal moving rails 41-44, a 1st and 2nd means 51 and 52 adjusting the height position of the rolls which are provided respectively synchronously vertically movable, a 1st and 2nd flange cooling piping 68 and 69 which are provided with many nozzles 67 and 67a with which cooling water is respectively jetted to both side faces of the upper horizontal roll 23 and web cooling piping 71 which is provided with many nozzles 70 with which cooling water is jetted to the circumferential surface of the upper horizontal roll 23.
