PROBLEM TO BE SOLVED: To enable the mixing process to be achieved in a short time by rapid stirring and make a liquid flow in a tank steady during mixing so that the insufficient mixing of liquid and its discharge in such a state are prevented from occurring. SOLUTION: A plurality of different kinds of the liquid or solution are discharged into the internal rotary region of an inner tank 16 formed of stirring blades which rotate together with the rapidly rotating inner tank 16 and are stirred and mixed. Thus it is possible to perform the stirring and mixing process in a short time and create a highly turbulent flow state of the mixture. Further, the mixture of uniform concentration in the turbulent flow state loses no time to flow out of the inner tank 16 into a gap 24, carried by a flow from the inner tank 16 to the gap 24 created by the stirring action of the stirring blades 28. Then the mixture is discharged from a discharge aperture 31 formed at the bottom surface of an outer tank 22 after passing through the gap 24.
