PROBLEM TO BE SOLVED: To provide a device for decomposing/annihilating the whole substances, which go rotten and die out naturally, with accelerating speed by using a mechanical structure and an annihilating germ. SOLUTION: In this device an annihilating tank is rotated as a rotary drum 2 or a rotary hollow sphere so that the substance to be treated is crushed by agitating it up and down by agitating blades 22, 23 inside the drum 2 and colliding it with a crushing blade 25. The substance is turned over from the bottom to the top and agitated. The annihilating germ is thrown into the substance, which is thus mechanically treated beforehand and is completely sterilized, in the extinguishing tank. The substance is annihilated with the annihilating germ by rotating the annihilating tank while replenishing oxygen and discharging a secondarily generated gas in such a state that the germ reproduces itself easily and displays its stable activity. The substance is surely annihilated safely by using this device in combination with a sterilization device capable of completely sterilizing pathogenic bacteria and pathogenic virus by avoiding a danger that the pathogenic bacteria and pathogenic virus are infected through exhaust gas.
