PROBLEM TO BE SOLVED: To provide a composition for scalp and hair, excellent in promoting effect on blood flow, hair-growing effects, and preventing effect on depilation, also excellent in preventing effects on scurf and itching, and having high safety. SOLUTION: This composition of the scalp and the hair contains a local irritant and adenosines. The local irritant is exemplified by capsicum tincture, cantharid is tincture and camphor, and 0.001-2.0 wt.% thereof is formulated therewith based on the whole amount of the composition. The adenosines are adenosine, adenosine 5'-phosphate or a salt thereof, and 0.0001-10.0 wt.% thereof is formulated therewith based on the whole amount of the composition.
