PROBLEM TO BE SOLVED: To eliminate use of a fluorocarbon gas to become a problem in a global environment in a heat insulation decorative material for preventing a dew formation or a warpage due to a heat insulation performance and a heat insulation decorative member obtained by laminating the decorative material on a metal base material or the like. SOLUTION: The heat insulation decorative material S is obtained by laminating a heat insulation layer 2 obtained by vacuum packaging a powder 3 by a gas barrier sheet 5 on a rear side of a decorative layer 1. In this case, the powder has a mean particle size of 1 to 5μm and a bulk specific gravity of 0.1 to 0.3. The vacuum package is preferably obtained by including the powder by a gas permeable sheet 4 and further outer covering its outside with the gas barrier sheet. The heat insulation decorative member is constituted by laminating the decorative material on a base material.
