PROBLEM TO BE SOLVED: To provide an electric bulb type fluorescent lamp starting up luminous flux of a fluorescent lamp quickly and maintaining a luminous output in a designated range during a designated period. SOLUTION: An enclosed mercury 11 is enclosed in a fluorescent lamp 2 in a form of pure mercury or amalgam having a mercury vapor pressure characteristic equivalent to that of pure mercury. A cooling medium 5 including a material having a melting point in a range of 35-50 deg.C as a main body is housed in a base body 2 together with the enclosed mercury 11 and is made to contact with a part of a bulb 7a of the fluorescent lamp 2.
