PROBLEM TO BE SOLVED: To smoothly process a reservation job by eliminating the contention of reservations due to the delay of approval work. SOLUTION: A reservation reception/reservation reception denial means 3-1 is provided in a center device 3. The reservation reception/reservation reception denial means 3-1 has a function for receiving an application reservation from a terminal as a temporary reservation and sending the received temporary reservation to a reservation management means 3-2 and a function for denying the reception of the subsequent application reservations overlapped with the temporary reservation which is previously received. When the application reservation from the terminal is received as the temporary reservation, the subsequent application reservations overlapped with the temporary reservation cannot be received and the contention of the reservations due to the delay of approval work is eliminated.
