PROBLEM TO BE SOLVED: To provide a thin electrode catalyst layer with high catalyst utilization efficiency and high output performance by restraining deterioration of performance due to coating defect in forming an electrode catalyst layer and a cost hike due to complicated processes. SOLUTION: The electrode catalyst layer has a catalyst-polymer complex composed of at least a catalyst layer and a polymer integrally constructed with a holding layer composed of a porous conductive sheet and/or non- conductive cloth, with thickness of 50 μm or less.
