PROBLEM TO BE SOLVED: To allow a transferring destination terminal to display a monitor picture by transferring the monitor picture to an optional transferring destination terminal and to efficiently transmit the monitor picture to the transferring destination terminal. SOLUTION: When a portable telephone terminal with a color liquid crystal display, for example, is set as a transmission destination (transferring destination) excepting for a picture receiver R, the picture size, the picture format and the telephone number of this portable telephone terminal are indicated respectively to a picture size changing device 7, a picture format converter 9 and a data transmitter 10 to be processed and transferred respectively. Furthermore, a picture selector 27 selects a frame picture meeting a previously set condition from consecutive frame pictures to transfer it to the transferring destination.
