PROBLEM TO BE SOLVED: To provide an electronic watermark insertion device that can detect inserted electronic watermark data even when resulting data are magnified or reduced after the electronic watermark data are inserted to original data. SOLUTION: A video image analyzer 3 analyzes a received image 101, decides insertion strength of an inserted electronic watermark by each pixel of the received image 101 and outputs insertion strength information 104 to an electronic watermark pattern insertion device 1 and a deviation information pattern insertion device 2. The electronic watermark pattern insertion device 1 inserts an electronic watermark pattern 105 of an electronic watermark pattern storage section 104 to the received image 101 according to the insertion strength information 104. The deviation information pattern insertion device 2 inserts deviation information pattern 106 of a deviation information pattern storage section 5 to a processed image 102 resulting from the received image 101 to which the electronic watermark pattern is inserted and externally provides an output of the result.
