PROBLEM TO BE SOLVED: To charge for a message service according to the content of an application service. SOLUTION: When transmitting a message to a service center, a mobile machine incorporates the information of an application service to be requested into this message. An exchange examines information of the application service included in the message, when repeating this message. The service center transmits a response signal (RP-ACK) informing the mobile machine of the reception, when receiving the message. The exchange places a charge, for repeating this response signal, on the basis of preliminarily examined information of the application service.
