PROBLEM TO BE SOLVED: To provide a device and a method for obtaining a reproduction picture without a break, especially, even after a code string change-over point concerning an animation code string change-over device and its method, by which a plurality of code strings encoded by inter-picture prediction encoding are changed-over and outputted. SOLUTION: A deviation in a buffer fulfillment degree at the code string change-over point is cancelled by thinning the code string of a B picture which does not become a reference picture before/after the code string change-over point (reducing a code amount) so that the code strings of P and I pictures to be the reference picture remain as they are though a picture rate at a thinned part is reduced. Then the reproduction picture is continuously obtained without a break even after the change-over point of the code string. |
