SOLUTION: A tape position detecting circuit 11 detects a present tape position by the FG signal detected by an FG detector 4 and the CTL signal detected by a CTL head 12. A start-speed shift signal control circuit 70 outputs the start timing signal of a capstan motor 2 in accordance with the detected tape position and a speed reference generating circuit 50 outputs a speed reference signal by increasing the speed gradually from start timing to a target speed in accordance with the start timing signal. A speed error detecting circuit 90 detects a speed error from a speed reference signal and the FG signal and a capstan control circuit 6 controls the operation of the capstan motor 2 according to the speed error.
