PROBLEM TO BE SOLVED: To provide a phenol resin laminate excellent in electric continuity resistance reliability between different conductor layers, and to provide a manufacturing method of the laminate. SOLUTION: This phenol resin laminate has a plurality of conductor layers, and a part between different conductor layers is connected by using copper paste. Organic components for reducing copper oxide are contained in the phenol resin composition.
