PROBLEM TO BE SOLVED: To conduct completely reversible coding that can be decoded without any overhead. SOLUTION: An imbedding compression coder 11 selects a prediction system predicting a predicted value of a target pixel among pixels of an image on the basis of attached information, predicts the target pixel according to the prediction system to obtain a predicted value and imbeds the attached information to the target pixel. Then a prediction error of the predicted value is obtained and coded data are outputted. A decoder 12 recognizes the prediction system used for predicting the predicted value on the basis of the target pixel in the coded data, decodes the target pixel on the basis of the prediction system and decodes the attached information imbedded to the target pixel.
