PROBLEM TO BE SOLVED: To provide a method for achieving low resistance for a capacitor element, without scarifying capacity, and to provide a capacitor. SOLUTION: A plurality of tabs (30 and 32, and interlock tabs 16, 18, 20, and 22) that are mounted at arbitrary intervals in the longitudinal direction of electrode foils (24 and 26) an positive and negative electrode sides are collectively connected, thus achieving the low resistance of capacitor elements (4 and 6) by parallel circuits (34 and 36), consisting of the electrode foil and the plurality of tabs, and hence reducing DC resistance by the parallel circuit using tabs, without sacrificing capacity that is formed by the electrode foil.
