PROBLEM TO BE SOLVED: To realize a semiconductor integrated circuit consuming low power under circuit stop state by suppressing off-leak current thereof. SOLUTION: The semiconductor integrated circuit 1 is provided with a power supply voltage control circuit 14 and a power supply voltage is supplied from an external power supply 4 to internal circuits 2, 3 through the power supply voltage control circuit 14. During normal operation of the semiconductor integrated circuit 1, a power supply voltage identical to that from the external power supply 4 is fed to the internal circuits 2, 3. Under circuit stop state of the semiconductor integrated circuit 1, the power supply voltage control circuit 14 supplies a lowered power supply voltage to the internal circuits 2, 3. Since the drain-source voltage of a transistor in the internal circuits 2, 3 is lowered when the power supply voltage is lowered, off-leak current is reduced significantly and power consumption is reduced under circuit stop state.
