PROBLEM TO BE SOLVED: To extract a small character pattern by separating characters and a background included in a color document picture with high precision. SOLUTION: A pattern extracting device extracts character string areas from a color picture by using a method to extract large characters on a background of a plurality of colors, and extracts a pattern in each character string area (S91). Then, the pattern extracting device judges whether the background parts of the extracted character string areas are of uniform colors (S92), and when the background parts are of uniform colors, extracts patterns from the character string areas with enhanced precision by using a method to extract small characters on the background of the uniform color (S93). When the processing of all the character string areas is completed, the pattern extracting device outputs the binary pictures of the extracted patterns (S95).
