PROBLEM TO BE SOLVED: To correctly recognize and address even when part of hierarchies on address notation is omitted at the time of recognizing an address written on a form having no entry frame of characters. SOLUTION: A character segmenting part 101 cuts out a character candidate segment constituting part of a character string forming an address from an input picture, and a character recognizing part 103 detects a plurality of candidate characters corresponding to each character candidate segment, and address retrieving part 105 extracts candidate character strings equivalent to each hierarchy forming the address on the basis of the candidate characters, and retrieves a plurality of address candidates constituted by combining the extracted candidate character strings of each hierarchy, and a detailed judgment part 106 outputs the address candidate whose similarity is the highest out of the plurality of address candidates as the detection result.
