PROBLEM TO BE SOLVED: To provide a phase shifter capable of securing a great phase shift quantity by combining phase shifters each having only a small phase shift quantity. SOLUTION: By combining a distributor and a phase shifter, plural phase shifters having one input terminal and two output terminals, with which output phase become +θand -θ, or phase shifters having one input terminal and three output terminals, with which output phase become +θ, 0 and -θ, are combined over multiple stages and by connecting the input terminals of the phase shifter on the post-stage to all or partial output terminals of the output terminals of the phase shifter on the pre-stage, the phase shifter having one input terminals and at least four output terminals is constituted so that intervals of the phase differences of all the outputs can become equal.
