TRANSFER RATE CONTROLLER, DECODING DEVICE, MEDIUM AND INFORMATION ASSEMBLY

PROBLEM TO BE SOLVED: To prevent the overflow of a buffer where data to a decoder are temporarily stored when different devices are respectively arranged at a reproduction side and a decoding side in the case of special reproduction. SOLUTION: A reproducing device 2 is provided with a transfer rate controller 1 having a picture data reading means 7 for outputting a special reproduction stream to a reading and decoding side and an output transfer rate control means 8. A decoding device 3 inputs an MPEG stream transmitted from the reproducing device 2, converts it into a PES(packet elementary stream) by a converting means 29, stores it in a temporary stand-by buffer 9 and, then, displays it on a monitor after decoding. In the meantime, a buffer amount monitor means 10 monitors the free capacitance of the buffer 9 and issues an alarm signal to the output rate control means 8 before a remaining capacitance is reduced to cause the overflow of the buffer 9. The output rate control means which receives it performs control to widen the interval of transport packets to be outputted at that point of time.
