PROBLEM TO BE SOLVED: To solve the problems that it is difficult to secure a real time property of the time of recording at the time of reproduction when reproducing recorded data and the using efficiency of a capacity lowers in the case that a recording medium is provided with the minimum recording unit of a fixed size. SOLUTION: Time information is superimposed when recording data and output is controlled by using the time information when the reproduction is performed. Also, the time information and additional data are added to the data and the difference between the data to be recorded and the minimum recording unit is absorbed. Or, the time information and the additional data are added to the data and recording is performed by a unit which is the integer multiple of the minimum recording unit.
