PROBLEM TO BE SOLVED: To provide a quality-guaranteed communication service in a multi- domain network. SOLUTION: This system is composed of a network service managing device 2 for managing a device group included in the operation managing network of respective provider networks and receiving a service order and a multi- domain service broker 1 for providing a mediating function to be concluded by plural providers. The multi-domain service broker has a means for collecting service information and domain information, which can be provided by the respective providers, from the network service managing device and a means for instructing setting of required information to the relevant network service managing device by extracting the network service managing device of a domain satisfying requested quality when the request of the communication service is generated from a customer.
