PROBLEM TO BE SOLVED: To obtain information data about the neighborhood of a tollgate by an ETC system that stands alone without increasing an infrastructure facility for obtaining information data about the neighborhood of the tollgate adopting the ETC system. SOLUTION: This device is provided with a communication means 1A which exchanges toll transfer information D1 with the tollgate at the time of passing through the tollgate TG using the ETC system, a neighborhood information storage means 14A which store information about the neighborhood of the tollgate at every tollgate, a position information discrimination means 14A which discriminates position information of the passed tollgate TG from received toll transfer information D1, a neighborhood information retrieval means 14A which retrieves information about the neighborhood of the tollgate TG from the neighborhood information storage means 14A based on discriminated position information and neighborhood information notifying means 1a and 1b which inform a driver of the retrieved information are arranged.
