PROBLEM TO BE SOLVED: To provide a transport stream generator that can generate a transport stream corresponding to various transmission rates while keeping the continuity and the periodicity of time information. SOLUTION: The transport stream generator is provided with a system clock oscillation means 1 that generates a system clock, an MPEG 2 clock generating means 2 that generates an MPEG 2 block on the basis of the system clock, a stream generating means 3 that generates a data stream encoded in compliance with the MPEG 2, an input processing means 4 that processes time information in the received data stream at a speed of the MPEG 2 clock, a transmission clock generating means 5 that generates a reference clock at an output speed on the basis of the system clock, and an output processing means 6 that converts the data stream subject to the input processing into a transport stream at a speed of the transmission clock and provides an output. |
