PROBLEM TO BE SOLVED: To provide a potential control circuit which shortens starting time, while suppressing power consumption. SOLUTION: In making a shift from a sleep mode to an operation mode, a capacitor 12 is charged quickly by the path a power supply VDD→the capacitor 12→a diode 15→a transfer gate 16-2→the ground GND with PD made at 'H' level and 'L' level, with respect to a power down signal PD-, with a PMOS transistor 13 turned off, and with transfer gates 16-1 and 16-2 turned off and on, and the potential of the output node A of an operational amplifier 11 is fixed quickly to a prescribed level.
