PROBLEM TO BE SOLVED: To provide a fixing device capable of obtaining stable image quality by preventing toner or the like from being accumulated on a 2nd rotating member even when recording material such as paper or the like incorporating calcium carbonate is made to pass through a nip between a 1st rotating member and the 2nd rotating member, and preventing the offset of an unfixed image on the recording material with respect to the 1st and the 2nd rotating members. SOLUTION: This fixing device is equipped with a heater 3b heating a pressure roller 2, and the roller 2 is equipped with a hollow cylindrical core bar 21, a rubber elastic layer 22 with which the outer peripheral surface of the core bar 21 is coated, and a conductive fluororesin layer 23 whose surface resistance is <=106Ωand with which the outer peripheral surface of the layer 22 is coated. The outer peripheral surface of the layer 23 is made to press- contact with a fixing roller 1 heated by a heater 3, and transfer material P carrying the unfixed toner image T is made to pass between the roller 1 and the outer peripheral surface of the layer 23 so as to be pressured and heated.
