PROBLEM TO BE SOLVED: To improve software quality and software productivity at the time of constructing the control program of a plant control system. SOLUTION: This plant control system for controlling a plant equipped with at least one facility is provided with a master control part for integrating the whole operations of a plant including the operation sequences of the facilities, a condition setting part for setting operation conditions specific to the facilities and changing the operation conditions, and plural operation edges arranged in the plural facilities which are controlled by the master control part and whose operation sequences can be changed.
