PROBLEM TO BE SOLVED: To improve a compression rate of an image. SOLUTION: A code table generating section 2 generates a frequency distribution of a pixel adjacent to a reference pixel on the right among pixels of an image by each pixel value of the reference pixel that is a pixel with a prescribed pixel value and a code is assigned to each pixel value whose frequency distribution is obtained in the ascending order of the frequency. Then a conversion section 6 converts each pixel value of the image into the assigned code to obtain a converted image having the code as a pixel value. The distribution of the pixel value (code) of the converted image is steep and has a large deviation, and entropy coding processing such as Huffman coding is applied to the converted image as above.
