In the preparation of an ethyleneimine (EI) polymer solution by polymerization of EI in a water-based medium, the EI is polymerized at 80 deg C or less (preferably 50-70 deg C) then the mixture is matured at 100-150 (preferably 110-140) deg C. An Independent claim is also included for a concentrated aqueous EI polymer solution obtained by the method, which shows little variation in viscosity over time.
