The invention can be used for common siphons. The inventive reservoir comprises a body (1) fitted with a neck (2), a siphon pipe (4), a thread of a screw (3) used for fixing a dispensing device to the neck (2) and a valve element (7) which is made of an elastic material and has a weak part, placed opposite the orifice of the siphon pipe, and pressed by a lid (8) against the siphon pipe and the neck end. The inventive dispensing device comprises a body (12) fitted with a rundown nose (13), an adjustment handle (16) and an element embodied in the form of a pipe (17) fitted with a pointed end for perforating the valve element (7) of the reservoir, and a device for opening the valve element. Said device is also fitted with a protector precluding filling of the reservoir therethrough.
