A PACKET SCHEDULER AND METHOD

A scheduler (7) for allocating data packets from a single queue (8) to power bins (9, 10, 11) associated with respective base stations (1, 2, 3) in a cellular communications network facilitates sharing of capacity between base stations and relieves loads on "hot spots". By reducing the value of maximum transmit power of an under-utilised base station in the calculation of intercell interference, more packets can be scheduled to an over-loaded cell (9) without having to increase transmit its power whilst still maintaining the target signal to noise ratio at a receiver (4, 5).
