PROBLEM TO BE SOLVED: To obtain a damping hydraulic damper for improving an open response of opening and closing valves opened and closed in accordance with connection/ cut-off of a pilot channel. SOLUTION: Operating rooms 206 and 208 are formed on both sides of a piston 204a sliding the inside of a cylinder body 204, the pilot channel connecting between both operating rooms 206 and 208 to an action room is connected through the opening and closing valves 2 and 3 opened and closed by connection/ cut-off of pilot valves 4 and 5, for example, the opening and closing valve 2 is opened to discharge hydraulic fluid from one operating room 206, and the hydraulic fluid is absorbed by the other operating room 208 to damp vibration. In that case, variable throttle valves 8 and 9 are provided to the pilot channel to adjust the lowering of the hydraulic fluid pressure in the action room, and the speed of the open response speed of the opening and closing valve 2 can be adjusted.
