PROBLEM TO BE SOLVED: To provide a submerged structure having improved wave stability, capable of forming a new biological system on the base of a harbor structure or suitable environment for sustaining an existing biological system and recycling wastes. SOLUTION: Blocks molded to be porous by solidifying copper contained particles with cement are used to construct all or part of the submerged structure 1. The porous blocks formed by solidifying the copper contained particles with cement, each of which has a greater copper content specific gravity than natural stones or concretes, is less affected by buoyancy and has a greater weight per unit volume in a water, serve improved wave stability and suit a fish bank where micro-organisms or algae are bred or a purifying structure.
