PROBLEM TO BE SOLVED: To provide a heat insulation pannel for an ice heat accumulation tank for an ice heat accumulation apparatus, which perfoms accumulation of cold by the use of night time electric power and uses the cold accumulated during the daytime. SOLUTION: This pannel comprises a rectangular frame 5, an outer steel plate that covers an outer side of the frame 5, a rib 4 fixed jaxtaposedly to the inner surface side of the plate 6 and having a height lower than a thickness of the frame 5, an FRP plate 1 adhered to an inner surface side of the frame 5, and foaming urethane material 2 filled in an inner space formed by the plates 1, 6 and the frame 5.
