PROBLEM TO BE SOLVED: To prevent the neglect of feeding chemicals and the occurrence of excess or shortage of the chemicals to be fed when using water to be fed with the chemicals. SOLUTION: When water is ladled out of a water feed tank upon operating of a water feed pump, the ladled out water is integrated as a water feed rate (steps 200, 202). At this time, the water meeting the volume at which the water is ladled out is fed to the water feed tank. When the integrated value W of the water feed rate attains the prescribed value W0, a chemical pump is operated to feed a prescribed amount of the chemicals into the water feed tank (steps 204, 206). At this time, the chemicals of the amount at which the concentration of the chemicals in the fed water attains the prescribed concentration are fed to the tank, by which the concentration of the chemicals in the water feed tank is maintained within the prescribed range.
