PROBLEM TO BE SOLVED: To easily and surely improve support force of a foundation, strength and horizontally deforming performance without expanding the area and without removing an existing foundation, and effectively use an existing pile when there is the existing pile. SOLUTION: A vertical directional through hole 4a is bored in the existing foundation 1. A columnar ground improver 3 is constructed just under the existing foundation by a high pressure injection replacement method by using this through hole 4a. For example, a wire rod 7 is arranged in a spiral shape near a peripheral surface on the inside of this columnar ground improver 3 by using a through hole 4b bored in the existing foundation, or the columnar ground improver covered with a bag is created. A rope is arranged in a spiral shape by applying centrifugal force to a weight of the rope instead of this. Thus, a vertical directional steel material 8 is arranged inside the wire rod 7 arranged in a spiral shape inside the columnar ground improver 3.
