PROBLEM TO BE SOLVED: To provide a light diffusing plate having little optical defect and excellent adhesion property between a polyester film as the base material and the light diffusing layer. SOLUTION: The base film where the light diffusing layer is to be formed on the surface is produced from a biaxially oriented polyester film containing no foreign particles and having <=10 projections having >=2μm height per 1 m2 and >=50μm thickness. A polymer easily adhering layer is formed on one surface of the base film. By forming the light diffusing layer on the easy adhering film for a light diffusing plate, the obtained light diffusing plate has little optical defect. By forming the easily adhering layer by using, for example, a mixture resin of a copolymer polyester resin and a polyurethane resin, the obtained light diffusing plate has excellent adhesion property with the light diffusing layer.
