SOLUTION: The char 1 of industrial vegetable wastes, for example, soybean lees is mixed with dissolved waste paper prepared by dissolving industrial vegetative waste, for example, paper, cardboard paper, and the like, and they are kneaded into a prescribed form of fuel.
