PROBLEM TO BE SOLVED: To provide a developer carrier with out causing any crazing or cracking in a coating layer. SOLUTION: After paint is applied by a roll coating method, it is half-dried, and further the developer carrier 9 is rotated while it is press-contacted by a leveling member 61, so that the local unevenness of film thickness is leveled on the developer carrier 9 having the coating layer 12. Surface fogging and irregular density caused by the unevenness of the film thickness of the coating layer 12 are reduced, and the life of the developer carrier 9 is prolonged and the production cost thereof is reduced. |
