PROBLEM TO BE SOLVED: To provide a manufacturing apparatus of packaging a bag having a small bag in which the small bag can be efficiently and automatically stuck to a surface forming an inner surface side of the packaging bag of a film sheet in the middle of the bag making step, no special fitting margin is required for the small bag, no heat sealability is given to the small bag, and no packaging sealability is adversely affected, and a fitting method of the small bag to the packaging bag. SOLUTION: The film sheet 7 is delivered from an original sheet, the film sheet is folded at a folding portion along the longitudinal direction using a triangular plate 19 and overlaps, a bottom and a side thereof are sealed by sealing devices 23, 27 and cut by a cutter 35 at a predetermined position of a side sealed portion to manufacture the packaging bag. In a step before folding the film, a paste 59 is fed by a paste feeder 57 at a predetermined position on the film sheet, small bags 51, 52 are fed from one small bag feeder 66 transferred onto the paste by a transfer device 61, and pressed by a press-bonding device 81 to realize the sticking.
